Reform works since 1961 has shown that M.E.H/MAH had been imperfect in terms of coordination, analysis, legal basis, and organization. National Intelligence Bill Draft No 644 was proposed to Grand National Assembly of Türkiye (TBMM) on 8 May 1963 to remove such deficiencies and reform M.E.H/MAH.
