İsmail Hakkı Musa (born 1960) completed his secondary education in Türkiye and pursued higher education in France, where he earned an associate degree from the University of Strasbourg in 1983 and received an undergraduate degree in Political Economy from the University of Nancy II. Continuing his academic training at the same university, Musa received his master’s degree in 1987 and completed the PhD programme in 2008. While his postgraduate work focused on economic analysis, Musa’s dissertation was related to the constitutionalization process of the European Union.

Having started his career at the Ministry of Foreign Affairs in 1988, Musa served at the Department of Military Treaties at the Office of the Military Chief of Staff, the Turkish Embassy in Algeria, the Consulate-General in Lyon and the Permanent Mission of Türkiye to the European Union in Brussels. In 2005, he was awarded the Medal of Honor by Mintimer Sharipovich Shaimiev, the first President of Tatarstan, on the occasion of the 1000th anniversary of the establishment of Kazan for his accomplishments as the Turkish Consul-General to the city. Following his service as part of the administrative staff of the Ministry of Foreign Affairs, Musa served as Türkiye’s Consul-General in Lyon and Ambassador to Brussels.

Upon joining the National Intelligence Organization in 2012, he established the Department of Strategic Analysis and served as Deputy Undersecretary in charge of technical and foreign intelligence. Musa served as Acting Undersecretary between 10 February and 10 March 2015.
