THE CYCLE OF INTELLIGENCE



Intelligence activity is a continuous effort and it is resembled to a cycle by all the intelligence organizations of the world.

In the first phase of the cycle, the Directorate of Intelligence determines the intelligence requirements in accordance with the state policy and forwards them to the operational units. The operational units, in line with certain plans, collect the information via open and covert sources, and transfer them to the evaluation unit. The Directorate of Intelligence, in accordance with its capacity set forth by the Law no. 2937, also determines the requirement of information and documents that would be needed by the relevant ministries, organizations and institutions, and informs the mentioned organs. The information and documents coming from the operational units of the MIT and from other institutions are analyzed and processed by the evaluation units, and intelligence reports are circulated. In other words, they are immediately transferred to the related institution. The related institutions do not only use this intelligence, but also determine their requirements within the framework of the priorities continuously reviewed and evaluated.

This activity, having four phases continuously following each other, is therefore called the Cycle of Intelligence.
