INTRODUCTION

The National Intelligence Organization was established upon the directives given by the Great Leader ATATURK 81 years ago suggesting, ".we have to establish a modern intelligence organization as is the case in contemporary states." and has evolved constantly to turn into today's strong and credible institution.

It is a vital need for every state to collect information and produce intelligence on the present and potential internal and external threats against its indivisible integrity, constitutional order, presence, independence, security and all the elements constituting its national strength.

Thus, the National Intelligence Organization has such an important role with regards to its duties and responsibilities within the state structure of the Republic of Turkey. As a matter of fact, through the Law no. 2937 on State Intelligence Services and the National Intelligence Organization, the legislature has established the legal responsibilities of the MIT and its importance within the state structure by subordinating it directly to the Prime Minister who is responsible for the conduct of the general politics of the country. Under the same law, the MIT was entrusted with the duty to produce the National Security Intelligence nationwide and to convey such intelligence to the President, Prime Minister, Chief of General Staff and General Secretary of the National Security Board as well as the other relevant institutions.

The level that technology has reached in the 21st century and its continuous development as well as the problems and expansions brought about by globalization certainly affect intelligence services as well. That effect is not only limited to the structure; it also gives rise to the renewal of methods and principles and intelligence methods as well as the fields of interest and leads to development of cooperation with foreign intelligence organizations within the framework of mutual interests of countries.

Even though the laws governing an institution, as well as its powers, technological capacity, budget and ability to coordinate with other institutions are of crucial importance, we deem that the most important factor determining its efficiency depends on the quality and professionalism of the people in that institution.

It would not be wrong to say that some very important steps have been taken in reaching the targeted quality and professionalism with the appointment of cadres with experiences acquired at each stage of their career to the senior leadership.

As it will be recalled, in the "Introduction" part of our first Web Page, we tried to introduce the profession of intelligence to the highly energetic and conscious youth of our country. That attempt of ours has clearly yielded the expected results in recent years. There has been an enormous increase in the number of applications made to our Organization by young people who are graduates of the specified universities, have good command of a foreign language and are able to overcome the difficulties of this profession.

We are sure that in this hardest and most weary profession of the world, the new generation, who join our organization through a system where nothing other than their abilities and success in the exams plays a role, will lead the National Intelligence Organization in a perfect manner in the senior leadership positions, including the position of the Undersecretariat, which they will be appointed to after gaining experiences by their efforts at every stage.

It is obvious that most of the problems, which are the sources of instability in the world, affect our country either directly or indirectly; in addition, given the dimension of international terrorism and the backstage supports, and most importantly the geography we are living in, it is very difficult to live in stability in such a geography and there is need for a powerful intelligence organization.

In meeting the desired intelligence need, undoubtedly moral support provided by the nation constitute the basic element of success for our members who perform their duties in the most critical regions in and outside the country under difficult conditions and work in silence in their closed world.

We believe that supporting the National Intelligence Organization, which sustains its work within the framework of its legal powers and has been preserving its national character for 81 years now, is a matter of responsibility and honor for individuals and all the institutions.
