It is essential that the MIT is able to have access to the existing data processing
centers and the archives of the state institutions and organizations as well as that
of the establishments providing public services, to implement coordination methods
by establishing direct contacts with the responsible people and to acquire the
necessary documents so as to provide rapid nationwide secure intelligence and to
supply immediate, complete and healthy information to the authority that has made
such a request.
HAVING ACCESS TO THE ARCHIVES OF STATE INSTITUTIONS
The Turkish National Intelligence Organization, aiming at orientating, collecting
and counteracting intelligence, is authorized to establish direct contact with the
Ministries and the directors of the other state institutions and organizations as
well as that of the establishments providing public services as well as their
employees responsible for the intelligence work, to implement the appropriate
methods of coordination, to have access to the archives and the data processing
centers of these Ministries and other state institutions and organizations as
well as that of the establishments providing public services on the subjects that
fall within its own field of responsibility.
USING THE RIGHTS AND AUTHORITIES OF THE POLICE
The MIT members, when carrying out their duties specified in the
4th Article of Law no. 2937, can use the rights and authorities
of the police in protecting the installations and members of the
MIT and in the field of counter-espionage. The principles and methods
that determine the MIT members who are provided with the rights
and authorities of the police are established by the related Regulation.
While there is a general rule that the MIT members have to cooperate
with the security forces when using the rights and authorities of
the police; those MIT members working in the field of counter-intelligence
(counter-espionage) are authorized to use all the rights and authorities
of the police in person.
